A petticoat is a skirt that is worn under a skirt like a slip. They are covered in ruffles of stiff fabric to provide the outer skirt with volume and shape. Petticoats were frequently worn in the Victorian Era by adults and children alike. Nowadays, petticoats are usually only worn under formal dresses, but young girls often enjoy wearing them under gathered skirts on a regular basis.
Instructions
Preparation
1. Make an A-line skirt 1 inch shorter than the skirt of the dress out of muslin by following the the pattern for an A-line skirt. Leave the back seam open so that the skirt can be laid flat.
2. Measure and mark lines across the muslin skirt at every 2 inches, using a ruler and washable marking pen, starting 3 inches from the bottom of the skirt and stopping no more than 2 inches from the hip area of the skirt. If necessary, you can increase or decrease the space between the lines slightly.
3. Measure the length of each line. Cut a strip of tulle (or other stiff fabric) 3 inches wide by twice the length of the line for each line drawn on the skirt.
4. Stitch a rolled hem on the bottom of each strip of tulle to prevent fraying.
Assembly
5. Stitch a straight line across the top of each strip of tulle 1/4 inch from the top edge using a gathering stitch. Pull the loose threads to gather each strip to the length of its corresponding line.
6. Pin the gathered edge of the tulle to the bottom line marked on the skirt.
7. Stitch along the marked line using a wide and short zigzag stitch, fastening the bottom row of tulle to the skirt.
8. Repeat Steps 2 and 3 for each row of tulle.
Finishing The Petticoat
9. Turn the petticoat inside out and finish the back seam of the skirt.
10. Turn the petticoat right side out. Trim any tulle edges in the back that may need it.
11. Stitch each set of tulle ends together in a seam or finish each raw edge with a rolled hem to prevent fraying, using a zigzag stitch.
